This position within the Western Cape Mobility Department offers an experienced professional the opportunity to lead fleet risk management for the provincial government’s motor transport operations. As Deputy Director, the successful candidate will be responsible for shaping and executing the Government Motor Transport self-insure risk strategy, ensuring that the province’s vehicle fleet is managed with financial prudence and regulatory compliance. The role sits at middle management level and requires a blend of strategic oversight, operational coordination, and stakeholder engagement, with a strong emphasis on reducing losses, managing claims, and promoting accountable use of government vehicles.

Applicants must hold an appropriate three-year National Diploma or Bachelor’s degree at NQF level 6 or higher, together with at least three years of experience at middle management level. A valid code B driving licence is required, although people with disabilities that restrict driving abilities but who have reasonable access to transport are also encouraged to apply. The role demands a thorough working knowledge of the Public Finance Management Act, National Treasury Regulations, Provincial Treasury Instructions, the Handbook for Government Motor Transport, the National Road Traffic Act and Regulations, the National Traffic Information System, and the Administrative Adjudication of Road Traffic Offences Act and Regulations. Strong leadership, proactive thinking, problem-solving, decision-making, planning, organising, and time management skills are essential, as is proven computer literacy in the MS Office suite. Excellent verbal and written communication skills and the ability to interpret directives and policies are also critical.

The core duties are wide-ranging. The Deputy Director will manage the self-insure risk strategy, oversee the handling of crashes, third-party claims, and recoveries, and investigate vehicle-related losses and fraud. The role also includes managing traffic offence redirections and misuse reporting, maintaining the driver database, and reviewing and approving driver sanction requests and cross-border letters as fleet proxy. In addition, the post carries responsibility for human resource management, budget management for the Fleet Risk Management unit, and preparing input for statutory reporting. Experience in fleet management, risk management, legal matters, budget and financial management, human resource management, supply chain management, tender compilation, client services, or a mechanical or technical background would be advantageous.

Shortlisted candidates will be required to attend interviews and submit vetting and supporting documentation within a specified timeframe. All shortlisted candidates will also undertake two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a candidate ready to contribute to sound governance and risk mitigation in the public sector.
