This position offers an opportunity to contribute to the demand management component of supply chain management within the Western Cape Department of Social Development. As a Supply Chain Management Practitioner focused on Demand Management Services, the successful candidate will be responsible for ensuring that the department’s procurement planning and sourcing activities are conducted in a strategic, compliant and efficient manner. The role operates within the broader public finance and supply chain regulatory environment, requiring a solid understanding of legislation, treasury directives and procurement best practices.
To be considered, applicants must hold a relevant three-year post-school qualification in fields such as Financial Management, Supply Chain Management Policy Development or Law, and have at least three years of directly related supply chain management experience. A valid code B driving licence is required, although candidates with disabilities that affect driving but who have reasonable access to transport are also encouraged to apply. The role demands a working knowledge of the Public Finance Management Act, National Treasury Regulations, Provincial Treasury Directives and Instructions, as well as strategic sourcing, preferential procurement and Black Economic Empowerment principles. Familiarity with SCM regulations, delegations, asset management forms, financial management processes, procurement mechanisms and contract management is essential. In addition, the incumbent must understand records management, including registry services and the policies governing these functions.
The key duties include compiling the annual procurement plan and providing progress reports, developing commodity sourcing strategies, preparing standardised specifications and terms of reference, and facilitating records and information management for the Division. These responsibilities require strong analytical and operational thinking, computer literacy and proficiency in SCM systems, along with planning, organising, communication, presentation and interpersonal skills. The ability to analyse, conceptualise and implement policies, work independently, meet deadlines and perform under pressure is also critical. Teamwork, flexibility and numeracy round out the required competencies.
Shortlisted candidates should note that the selection process includes interviews, vetting and supporting documentation, and two pre-entry assessments: a practical exercise and an integrity assessment. The department’s employment equity targets will guide the selection process. By applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. Applications must be submitted before the closing date, and no late submissions will be accepted. For any queries, the contact person indicated in the advertisement should be approached.
