This senior leadership position within the Western Cape Government’s Police Oversight and Community Safety department offers an experienced strategic manager the opportunity to direct the Crime Prevention Centre. The role sits at the heart of provincial safety planning, requiring a leader who can translate high-level government priorities into concrete, coordinated crime prevention initiatives. As Director, you will be responsible for the overall management and strategic direction of the Directorate, ensuring that its work aligns with both provincial and national frameworks, particularly the Integrated Crime and Violence Prevention Strategy. This involves overseeing the full lifecycle of crime prevention projects, from resourcing and budgeting to monitoring implementation and evaluating outcomes against measurable targets. You will also provide institutional support to business units, helping to shape action plans and business plans that reflect the department’s strategic objectives and those of the broader Western Cape Government.
Candidates must possess an appropriate three-year B-degree or Advanced Diploma at NQF level 7 or higher, recognised by SAQA, together with at least five years of relevant middle or senior management experience at a strategic level within a public, security, or safety environment. The role demands a deep working knowledge of the legislative and regulatory frameworks governing public service, including the Public Finance Management Act, Treasury regulations, labour relations legislation, and performance management systems. You will need proven expertise in policy development, strategy management, programme and project management, procurement and tendering, and modern governance systems. A sound understanding of the constitutional and institutional arrangements of the South African public sector, as well as the global, regional, and local political, economic, and social factors affecting the province, is essential. Strong skills in numeracy, literacy, computer use, language, project management, accounting, finance, audit, and strategic planning are also required, alongside core competencies in strategic capability, leadership, change management, people management, and financial management.
Your duties will span line management, strategic management, people management, and financial management. You will lead and oversee the management of crime prevention projects, coordinate the ICVPS framework, and ensure compliance with its parameters and reporting requirements. You will also manage safety training and development for community structures, including approving funding and overseeing contracts, while addressing escalations related to partner non-performance. On the strategic side, you will continually define and review the Directorate’s purpose, objectives, and activities, drive its strategic planning process, and evaluate performance against predetermined standards. You will report regularly to the Chief Director on operational matters and ensure proper record keeping and compliance with relevant legislation. People management responsibilities include participating in recruitment, motivating and guiding staff, managing performance and discipline, and fostering a culture of innovation. Financial management duties involve participating in the budgeting process, preparing annual and adjustment budgets, and assuming direct accountability for the Directorate’s financial resources. This is a demanding, high-impact role for a leader committed to improving community safety through effective oversight, coordination, and strategic governance.
