This position is a senior management role within the Department of Local Government in the Western Cape Government, focused on strengthening municipal accountability and performance across the province. The Deputy Director for District and Local Performance Monitoring leads a sub-directorate responsible for tracking how municipalities comply with legislative and regulatory requirements, identifying trends in compliance, and recommending appropriate support or interventions where needed. The role sits at the intersection of policy implementation, data analysis, and operational management, making it central to the department’s mandate of fostering sound local governance and intergovernmental relations.
Candidates must hold a qualification at NQF level 6 in Public Administration or an appropriate diploma at an equivalent or higher level, together with at least three years of middle management experience. The post demands a thorough working knowledge of the legislative and regulatory framework governing local government, including the Municipal Systems Act, the Municipal Structures Act, regulations on senior managers’ appointment and conditions of employment, and disciplinary regulations for senior managers. Familiarity with the Public Finance Management Act, Treasury regulations, labour relations legislation, and COGTA reporting procedures is also essential. In addition, the successful applicant will need a solid grasp of modern governance systems, public service processes, municipal financial and administrative systems, and the broader political, economic, and social dynamics affecting the Western Cape. Strong analytical, conflict management, organisational, budgeting, negotiation, and communication skills are required, along with the ability to interrogate information systems and databases, interpret annual financial statements, analyse municipal budgets, and use data to make forecasts and assumptions.
The core duties include managing and coordinating the Annual Municipal Performance Report in terms of Section 47 of the Municipal Systems Act, collecting, validating, and evaluating municipal data and compliance reports, and preparing recommendations for municipal support and interventions. The role also involves monitoring and analysing trends in municipal compliance, conducting follow-up research arising from trend reports, and planning and managing the work of the sub-directorate. People management and financial management are integral responsibilities, requiring the Deputy Director to account for the overall performance of the team and ensure sound resource utilisation.
Shortlisted candidates should note that the selection process includes interviews, a practical exercise, and an integrity assessment. They will be required to submit vetting and supporting documentation within a specified timeframe, and the department will conduct reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. The selection process will be guided by the employment equity targets of the department, and applicants consent to these checks by applying. This is a demanding but rewarding opportunity for an experienced public administration professional seeking to make a tangible impact on municipal performance and governance in the Western Cape.
