The Department of Local Government in the Western Cape Government is seeking a Deputy Director for Intergovernmental Relations (IGR). This middle management role, which carries an all-inclusive salary package, is central to fostering sound inter- and intra-governmental relations. The incumbent will develop and manage the IGR Unit, creating forums, processes and mechanisms that enable constructive engagement between different spheres of government. A key part of the role involves monitoring the effective functioning of IGR structures within District municipalities, ensuring that coordination and collaboration are maintained at the regional level. The position also carries responsibility for planning and managing the work of the Sub-directorate, with accountability for its overall performance, alongside people and financial management duties.
To be considered, candidates must hold an appropriate NQF level 6 qualification or higher, coupled with a minimum of three years' experience in middle management. The ideal candidate will have a thorough working knowledge of legislation, regulatory frameworks, policies and best practices relevant to the line function, as well as information systems that support knowledge and information management. Strong project management, operational management, procurement and tendering knowledge are essential, as is an understanding of policy development, operational management, monitoring and review processes. Familiarity with modern systems of governance and administration, public service procedures, and the regional and local political, economic and social affairs impacting on the Western Cape provincial government is required. A sound grasp of constitutional, legal and institutional arrangements governing the South African public sector, public finance, human resources and discourse management processes, the Public Finance Management Act, National and Provincial Treasury regulations, other financial policies and collective agreements, labour relations legislation and performance management is also expected. Knowledge of the functioning of the province, the activities of sister departments, and the policies of the government of the day would be advantageous. In addition, candidates should possess strong numeracy, computer literacy, language, project management, accounting, finance and audit skills.
The main duties include developing and managing the IGR Unit, providing forums and mechanisms for sound intergovernmental relations, monitoring IGR structures within District municipalities, and planning and managing the work of the Sub-directorate. People management and financial management are also core responsibilities.
Shortlisted candidates will be required to attend interviews and submit vetting and supporting documentation within a specified timeframe. They will also undertake two pre-entry assessments: a practical exercise and an integrity, or ethical conduct, assessment. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers for reference checks, including enquiries relating to disciplinary records and reasons for leaving. Late applications will not be considered, and technical support for the online application process is available during business hours. Enquiries may be directed to the contact person listed in the advert.
