This position offers an opportunity to contribute to the strategic development of public-private initiatives within the public health sector. Based within the Clinical Service Improvement Directorate, under the broader Emergency and Clinical Services Support component, the Administrative Officer will function as a Business Development Analyst focused on Public-Private Initiatives (PPIs). The role is central to supporting the department’s efforts to plan, implement, and monitor projects that involve collaboration between public and private entities, ensuring that these initiatives are well-researched, properly documented, and aligned with departmental objectives. The work requires a blend of analytical, financial, and administrative expertise, and the successful candidate will operate in a dynamic environment that demands both independent initiative and close cooperation with a wide range of stakeholders.

To be considered for this role, applicants must possess an appropriate three-year National Diploma at NQF Level 6 or a Degree at NQF Level 7, or an equivalent qualification. In addition, relevant experience in Public-Private Initiatives or Public-Private Partnerships, as well as in project management and support, is essential. The role also carries inherent requirements, including possession of a valid driver’s licence and a willingness to travel as part of the duties. The ideal candidate will demonstrate advanced computer proficiency, particularly in MS Word, Excel, and the broader Office suite, and will be comfortable working under pressure. Strong strategic thinking, presentation, analytical, and logical reasoning skills are required, along with excellent writing, reporting, and research capabilities. A practical understanding of both numerical and business competencies is necessary to perform the job effectively, as is the ability to collaborate with colleagues and stakeholders at all levels of authority while also working independently when required.

The core duties of the position are varied and substantive. The incumbent will assist in compiling and providing technical assistance for reports, projects, and proposals that are submitted to the Department. This includes supporting the development of policies, guidelines, protocols, and tools that help guide resource forecasting, prioritisation, implementation, and monitoring. A significant portion of the work involves conducting research and data analysis, covering both financial and statistical information, and interpreting the results to inform decision-making. The role also requires performing regular situational analyses of both the PPIs sub-directorate and the broader Clinical Service Improvement Directorate to identify trends, gaps, and opportunities. Additionally, the officer will handle ad hoc matters that have not yet been formalised as projects, as well as other research and administrative tasks that align with the functioning of the PPIs sub-directorate and the CSI Directorate.

This is an OSD-graded position, and candidates should note that no payment of any kind is required when applying. The selection process will include a written or practical assessment as well as an oral assessment, so applicants should be prepared to demonstrate their competencies in a structured evaluation. This role is well suited to a proactive, detail-oriented professional who is passionate about improving public health services through effective partnership management and evidence-based analysis.
