This position is a senior leadership role within the Office of the Director-General at the National Treasury, based in Pretoria. The Director: Management Accounting is responsible for steering the management accounting functions as defined by the Public Finance Management Act and Treasury Regulations, ensuring that the department maintains sound financial management and full legislative compliance. The role sits at the heart of the department’s financial governance, requiring a blend of strategic oversight, operational coordination, and technical accounting expertise to support the National Treasury’s broader mandate.
Candidates must hold a Grade 12 certificate and a minimum Bachelor’s Degree in Accounting at NQF level 7, coupled with at least five years of experience at a middle or senior managerial level within a financial management environment. A thorough understanding of the public service policy framework governing financial management processes and procedures is essential. In addition, successful completion of the Nyukela Public Service Senior Management Leadership Programme, endorsed by the National School of Government, is a mandatory requirement prior to the finalisation of any appointment. This pre-entry programme is available as an online course and is a standard prerequisite for all SMS positions.
The core duties are organised around four main pillars. In budget management, the Director will coordinate and streamline the compilation of key documents such as the Monthly Report, Annual Report, Medium-term Expenditure Framework, Estimates of National Expenditure, Adjusted Estimates, and Rollovers. This includes coordinating changes to drawing schedules between budget and expenditure business units, overseeing the Budget Committee and its secretariat, engaging with public entities, and ensuring adherence to legislative requirements. In asset management, the role involves assisting with the department’s Financial Manual, maintaining oversight of the Fixed Asset Register for compliance, and implementing measures to align with the PFMA, Treasury Regulations, the interim financial manual, and the Accounting Officer’s procurement procedures. The Director will also enforce financial delegations and implement corrective measures arising from audit findings.
Financial reporting is another critical area, requiring the management of the department’s financial reporting activities, coordinating with stakeholders to ensure timely and accurate submission of annual financial statements, interim statements, and ad-hoc reports. The Director will review internal and external audit findings, recommend corrective actions, and develop technical accounting expertise within the Chief Directorate. Finally, the role encompasses policy development, innovation, and training: developing and reviewing financial management policies and standards, ensuring consistent application through audit trails and compliance reviews, initiating training and awareness programmes, and implementing project management innovations to automate and improve departmental deliverables.
All shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity assessment. SMS candidates may also face psychometric testing, and all qualifications, criminal records, and citizenship will be verified. The National Treasury does not support the use of artificial intelligence in recruitment processes without proper acknowledgement. This is an OSD-graded position with an all-inclusive remuneration package, and the department is committed to equity targets and the principles of the Protection of Personal Information Act in handling applicant data.
