This position is for a Human Resource Clerk Supervisor specialising in establishment administration, based at the Head Office of the Department of Community Safety and Transport Management within the Human Resource Management directorate. The role sits at the heart of the department’s personnel structure, ensuring that the post establishment is accurate, up to date and fully aligned with the approved organisational structure. As a supervisor, the incumbent will be expected to combine hands-on administrative expertise with the ability to guide and support HR client services, both internally and externally, while maintaining the integrity of establishment data on the PERSAL system.
To be considered for this role, applicants must hold a Grade 12 certificate or equivalent and have between three and five years of relevant experience in Human Resources client support and establishment administration. In addition, formal certificates in Introduction to PERSAL, PERSAL Establishment, and PERSAL Personnel Administration are required. A thorough understanding of the legislative framework governing the Public Service, including the Public Service Act and Public Service Regulations, is essential, as is knowledge of the broader regulatory environment that governs HR administration and PERSAL. The role also demands practical skills in statistical analysis and data capturing, including the ability to use file transfer protocols and to draw data from PERSAL into Excel for reporting purposes. Strong verbal and written communication, interpersonal relations, report writing, problem solving, analytical thinking, planning and organising, teamwork, flexibility, and conflict resolution are all key competencies for success in this position.
The main duties of the post involve maintaining and updating the post establishment and ensuring data integrity across the department. This includes providing internal and external HRM client support, capturing all establishment transactions on PERSAL, and capturing the placement of personnel according to the departmental approved structure. The supervisor will also be responsible for creating and amending posts on the establishment in line with the approved structure, linking posts appropriately, and preparing establishment reports, statistics, and correspondence. These duties require meticulous attention to detail and a strong sense of accountability, as the accuracy of establishment records directly affects staffing decisions, budgeting, and overall departmental functioning.
This department is an Equal Opportunity Affirmative Action Employer, and it has explicitly stated its intention to promote representivity in terms of race, gender and disability through the filling of this post. Preference will be given to candidates whose transfer, promotion or appointment will advance representivity, with particular encouragement for African females and persons with disabilities at certain salary levels, as well as Indian males at specified levels. Applicants should note that the application process requires the use of the improved Z83 form, which must be completed with sufficient detail, and a comprehensive CV listing at least three referees with current contact details. Certified copies of qualifications and other documents are not required at the application stage, but shortlisted candidates must produce certified documents on or before the interview date. Qualifications will be verified with SAQA, and foreign qualifications must be accompanied by a SAQA evaluation certificate. Candidates must also disclose any business interests with the state or any additional remunerative work outside their normal duties, and personnel suitability checks will be conducted. The department reserves the right not to make an appointment, and only shortlisted candidates will be contacted.
