This position is for an Assistant Director of Fleet within the eThekwini District Office of the KwaZulu-Natal Department of Health. The role is a supervisory and management post responsible for the overall coordination and oversight of the district’s vehicle fleet, which serves hospitals, community health centres, emergency medical services, mortuaries and primary healthcare facilities. The incumbent will ensure that fleet operations are efficient, compliant with policy, and responsive to the needs of health service delivery. The post is graded according to the Occupation Specific Dispensation and offers a competitive salary with benefits such as home owner allowance, 13th cheque and optional medical aid, subject to conditions.
Candidates must hold a Senior Certificate or equivalent, together with a Degree or National Diploma in Transport Management, Public Management or Public Administration. A minimum of five years’ experience in fleet management is required, of which at least three years must have been at a supervisory level within a transport-related environment. A valid driver’s licence is essential. The ideal candidate will demonstrate strong technical and professional knowledge, change management, decision-making, time management and risk management abilities. They should also possess sound interpersonal, leadership, facilitation, presentation, analytical, verbal and written communication skills, as well as computer literacy and people management skills. Knowledge of Public Service financial management, departmental policies, project management, general and strategic management, and labour legislation including the Skills Development Act, LRA and BCEA is required.
Key duties include overseeing the management and use of fleet vehicles across the district, ensuring compliance with fleet management policies and prescripts, conducting fleet audits, and compiling and presenting reports to district management and the provincial office. The Assistant Director will monitor fleet management indicators linked to the Annual Performance Plan, ensure vehicle availability by coordinating servicing and repairs, and conduct physical inspections to identify damage or underutilised vehicles due for replacement. Other responsibilities include monitoring the allocation of vehicles, maintaining proper records for audit purposes, ensuring the functionality of accident committees, identifying and mitigating fleet risks, monitoring fleet expenditure, and engaging stakeholders for transport rationalisation. The post also requires providing on-road emergency support for incidents such as hijackings and accidents, implementing licensing policies, monitoring licence and tracking discs, maintaining the asset register, and coordinating the payment of traffic fines.
This post is based at the eThekwini District Office. The appointment is subject to a positive outcome from the State Security Agency checks, including security vetting, criminal record, credit records and citizenship, as well as verification of qualifications by SAQA and previous employment.
