    The Housing Development Agency is seeking a Monitoring, Evaluation and Organisational Performance Officer to join its Head Office in Gauteng on a three-year fixed-term contract. This role sits at the centre of the Agency’s strategic planning and performance reporting functions, ensuring that the organisation’s strategy, Annual Performance Plan, and monthly, quarterly and annual reports are developed, coordinated and delivered in line with government planning frameworks. The successful candidate will act as a coordinator and advisor across internal departments, helping them understand and meet performance planning requirements while maintaining the integrity and consistency of reported results.

    Applicants must hold a graduate degree in Business Administration, Public Administration or a related field, and have at least one to three years of relevant experience. Excellent report writing and communication skills are essential, as the role involves drafting, reviewing and consolidating performance information from multiple departments. Experience in the Human Settlements Sector will be an advantage. The position demands a thorough understanding of the Department of Planning, Monitoring and Evaluation framework, as well as familiarity with reporting portals such as eQPRS and the ability to work with performance dashboards and monitoring systems.

    The core duties are wide-ranging. In strategy and annual performance planning, the officer will assist departments in compiling the HDA’s strategy and Annual Performance Plan, coordinate departmental plans, prepare templates and minutes, and support quarterly performance and strategic planning meetings. In quarterly and monthly reporting, the officer will manage reporting deadlines, collect and collate departmental performance information, review the accuracy and consistency of quarterly and annual reports against the APP and Strategic Plan, and compile the Compliance Matrix. The role also involves performance compliance monitoring, including checking quarterly reports, ensuring portfolio of evidence files are consistent, developing reporting templates, maintaining KPI listings, identifying non-compliance and implementing corrective action. In addition, the officer will assist in developing, managing and maintaining the Monitoring and Evaluation system or dashboard, ensuring datasets and supporting information meet M&E standards, and monitoring system utilisation. Administrative duties include compiling performance data for presentations and keeping files and records up to date.
