This vacancy is for a Senior State Accountant within the Directorate of Financial and Supply Chain Management Services, based in Pietermaritzburg, KwaZulu-Natal. The role forms part of the provincial financial operations of the Department of Land Reform and Rural Development, where the incumbent will be responsible for executing and controlling a range of financial processes in line with legislative frameworks. The position is graded at Level 8 and operates within a structured financial management environment that requires strict adherence to public finance regulations.
To be considered, applicants must hold a Grade 12 certificate and a National Diploma in Cost and Management Accounting, Public Finance, Financial Management, or a related equivalent qualification at NQF Level 6. A minimum of two years' experience in a financial management environment is required, together with a valid driver's licence. The successful candidate must have working knowledge of Treasury Regulations, the Public Finance Management Act (PFMA), and Public Service Regulations, as well as practical proficiency in the PERSAL, Basic Accounting System (BAS), and Logistical Information System (LOGIS). Strong supervisory skills and effective verbal and written communication are also essential for this post.
The core duties of the Senior State Accountant include processing BAS, PERSAL, and LOGIS transactions, checking and verifying advices, authorising transactions, and maintaining the budget. The incumbent will analyse and manage the travel agency account, ascertain invoices received, reconcile and analyse key accounts, and accumulate age analysis reports. The role further requires facilitating and compiling financial reports, submitting inputs and portfolios of evidence on accruals and payables, and reporting on invoices paid within 30 days. In addition, the position involves facilitating the compilation of Medium-Term Expenditure Framework (MTEF), Estimates of National Expenditure (ENE), and Adjusted Estimates of National Expenditure (AENE) inputs, as well as managing misallocations, performing shifting of funds, and analysing expenditure trends. Petty cash management is also a key responsibility, including checking and signing replenishments, balancing cash on hand, facilitating petty cash counts and reporting, and requesting petty cash facilities or increases.
