This position is for a Senior Practitioner in Acquisition Management within the Unemployment Insurance Fund (UIF), based in Pretoria. The role sits within the broader public service framework of the Department of Employment and Labour, specifically supporting the UIF’s procurement and contract administration functions. As a senior practitioner, the incumbent is expected to bring both technical expertise and supervisory capability to the acquisition management environment, ensuring that the Fund’s contracting and bidding processes are administered efficiently, transparently, and in line with applicable legislation and regulations.
To be considered for this role, candidates must hold a three-year tertiary qualification at NQF Level 6 in Purchasing Management, Facility Management, Logistics Management, or Management. In addition, at least two years of functional experience in an acquisition management environment is required. The role demands a thorough working knowledge of several key legal and regulatory frameworks, including the Unemployment Insurance Act and Regulations, the Unemployment Insurance Contributions Act, the Public Finance Management Act, the Basic Conditions of Employment Act, the Labour Relations Act, and the Employment Equity Act. Familiarity with the Electronic Operations System, Public Service Regulations, Public Service Act, National Treasury Regulations, Supply Chain Management Systems and Processes, Bid Processes, Broad Based Black Economic Empowerment, and the Preferential Procurement Policy Framework Act is also essential. Candidates should demonstrate strong problem-solving, presentation, planning and organising, communication, computer literacy, report writing, financial management, analysis, time management, and numeracy skills.
The core duties of this role involve the administration of contracts for the UIF, providing technical support on bidding processes, and preparing monthly reports on awarded contracts and tenders. The Senior Practitioner will also render secretarial functions to the Bid Adjudication Committees, which requires meticulous attention to detail and a clear understanding of procurement governance. Additionally, the position includes supervisory responsibilities over human, financial, and equipment or asset resources within the section, meaning the incumbent must be able to manage teams and resources effectively while maintaining compliance with public service standards.
This is a permanent, full-time position within the public service, and the successful candidate will be expected to uphold the highest standards of integrity and accountability in all acquisition-related activities. The role offers an opportunity to contribute meaningfully to the UIF’s operational efficiency by ensuring that procurement processes are fair, competitive, and aligned with legislative requirements. The vacancy is advertised through the official labour department circular, and interested applicants should note the specific application instructions and closing date provided in the full advertisement. Given the senior nature of the role, candidates should be prepared to work in a structured environment where deadlines, reporting lines, and regulatory compliance are central to daily responsibilities.
