    This is a senior managerial vacancy within the City of Cape Town’s Finance Directorate, specifically in the Supply Chain Management functional area. The incumbent will be responsible for leading and coordinating broad SCM activities that cover demand planning, disposal, supplier management, and administrative services. The role sits at a strategic level, ensuring that procurement and supply chain operations are aligned with municipal governance, efficiency, and transformation objectives.

    Candidates must have a relevant three-year tertiary qualification, preferably a bachelor’s degree in commerce or a related discipline such as Supply Chain Management, Procurement, Logistics, Finance, Business, Risk Management, or Demand Management. At least eight years of relevant experience is required. In addition, the ideal candidate should be able to demonstrate capability in driving a modern, data-driven demand management function. This means having an understanding of artificial intelligence and how emerging technologies can be used to improve demand forecasting and planning. It also includes the ability to interrogate data to identify trends, inefficiencies, risks, and opportunities, as well as strong technology and systems skills, with the ability to leverage existing systems more effectively. The role demands a proactive approach to innovation, including identifying process improvements and automation opportunities. Computer literacy in MS Office is essential. The successful candidate must also ensure that procurement contracts address operational requirements, conduct value-for-money analysis, market research, and supplier analytics to maximise innovation and technological benefit.

    The duties cover a wide scope. The manager will handle the secretarial requirements of the Supply Chain Management Committees, which is a key governance function. They will provide leadership and oversight of the supplier management function, ensuring accurate processing, maintenance, and governance of all vendor data. This includes managing supplier risk registers to identify and mitigate potential supply chain risks. Additionally, the manager will drive the development and implementation of supplier development programmes, with the aim of strengthening supplier capability and enabling sustainable supplier growth. This is an important role in supporting the City’s broader supply chain performance and local supplier ecosystem.
