    This position is for a Systems Controller within the Financial Systems BAS environment, based at the Head Office in Cape Town under the Directorate: Financial Accounting, specifically within the Finance Section’s BAS Helpdesk. The role is a permanent post and forms part of the Western Cape government’s financial management structure, where the focus is on maintaining the integrity, security and operational efficiency of the Basic Accounting System (BAS) and related source systems. As a Systems Controller, you will be responsible for the day-to-day administration of user accounts on BAS, including declaring user activity, managing security profiles and code blocks. You will also monitor source system interfacing and system response times, ensuring that any technical or functional issues are identified and resolved or escalated promptly. Liaison with Provincial Treasury is a key element of the role, particularly regarding system requirements and enhancements, and you will also manage the helpdesk function by coordinating support requests and providing guidance to users across the department.

    The successful candidate will need an appropriate three-year National Diploma or Degree, along with substantial supervisory experience in a similar financial systems environment. This is not an entry-level role; you will be expected to lead and train subordinates and BAS users, which means strong leadership, diversity management and report writing skills are essential. You must also bring extensive practical knowledge of both BAS and LOGIS, as these are the core systems you will oversee. Analytical thinking, planning and organisational skills are crucial for managing competing priorities, and the ability to work under pressure and meet strict deadlines is a given, particularly during financial year-end and audit cycles. An aptitude for figure work is required, as is experience in meeting and presentation settings, plus project management skills to support system upgrades and process improvements. You will also need a valid Code EB driver’s licence as an inherent requirement of the post.

    In terms of duties, you will issue written and electronic financial system procedures and policies, ensuring that all users have clear and current guidance. You will compile correspondence relating to the Auditor-General and the Commission on Financial Accountability and Management (COMAF), and provide system input for disclosures in the Annual Financial Statements (AFS). Training is a significant output: you will develop and deliver training for subordinates and broader BAS users, ensuring they are competent in system functions and compliant with security protocols.
