Industrial Technician Control General Engineering (Building Management) (Permanent position)

This permanent position places an experienced industrial technician at the heart of Groote Schuur Hospital’s operational resilience, with specific responsibility for the Hospital Operations Command Centre and the integrated systems that keep a major tertiary facility running around the clock. The role is based at the Observatory campus and is graded as an OSD post, reflecting its senior technical and coordination functions. The successful candidate will oversee the continuous monitoring and operational readiness of building management systems, CCTV, ICT network monitoring, emergency power interfaces and contact centre infrastructure, ensuring that all critical systems remain functional in a demanding 24-hour hospital environment.

Applicants must hold a National Diploma in Electrical or Mechanical Engineering, or be registered as an Engineering Technician under the Engineering Professions of South Africa Act. The role requires extensive, appropriate experience in integrated building management systems, CCTV, ICT operational monitoring and critical infrastructure within a hospital or similarly complex operational setting. Experience in operational coordination, incident management, infrastructure resilience planning, project management and contract management is essential, as is a background in a 24-hour operational or control room environment. Inherent to the job are the abilities to perform standby and call-out duties, work shifts in a hospital setting, hold a valid driver’s licence, and respond physically on-site during major incidents.

The duties are wide-ranging and centre on five key result areas. The first is managing the Hospital Operations Command Centre itself, maintaining continuous monitoring and operational readiness of all integrated systems. The second is acting as Bronze Commander during declared major incidents such as fires, flooding, power interruptions or ICT outages, coordinating engineering, ICT, security and support services teams, escalating to Silver and Gold Command as required, and activating business continuity plans in line with the Hospital Major Incident Plan. The third area covers regulatory compliance and governance, including compliance audits, managing vendor performance against service level agreements, certifying work completion and maintaining accurate operational documentation. The fourth involves leading investigations into system failures and infrastructure disruptions, preparing and implementing risk mitigation plans, and overseeing inbound and outbound operational communications, including dispatching engineering, security and support teams. The fifth area is leadership and workforce development, which includes supervising Command Centre personnel, managing shift rosters, implementing performance management processes, facilitating training and ensuring compliance with human resources and labour legislation.

The ideal candidate will have sound knowledge of integrated control systems, including BMS, emergency power monitoring, fire detection interfaces and security monitoring systems, as well as a strong grasp of regulatory frameworks such as the Occupational Health and Safety Act and applicable SANS standards. Familiarity with structured incident management principles and the Incident Command System is critical, along with the ability to coordinate multidisciplinary teams under pressure. Strong computer literacy, analytical and planning skills, excellent written and verbal communication, and the capacity to maintain situational awareness in high-risk environments are all required.
