    This permanent position offers two openings for an Administrative Officer specialising in Human Resource Management within the Emergency Medical Services component of the Chief Directorate: Emergency and Clinical Services Support. The role is central to the smooth running of the staff office, providing comprehensive HR and salary administration support to clients, personnel, management and supervisors. As an OSD-graded post, it carries a competitive annual salary with standard service benefits such as a 13th cheque, pension fund contributions, and allowances for housing and medical aid. The successful candidate will work in a demanding, high-pressure environment and must be prepared to handle a heavy workload while remaining a reliable team player.

    Applicants must hold a senior certificate or equivalent qualification and demonstrate appropriate experience in Human Resource Management, including direct experience with the PERSAL system and all aspects of personnel and salary administration. A valid Code B/EB driver’s licence is an inherent requirement, as is a willingness to travel. The role demands strong computer literacy in MS Word, advanced Excel and PowerPoint, along with project management knowledge, sound planning and administration skills, and a thorough understanding of HR legislation and policies. The ability to work independently or under supervision is essential, as is the capacity to cope with stressful situations.

    The core duties are wide-ranging. The administrative officer will render effective support to supervisors and colleagues, assist clients across the organisation, and take responsibility for training and developing subordinates. A key function is approving PERSAL transactions and ensuring the effective implementation of HR policies and prescripts. The post also involves monitoring and evaluating staff through the Staff Performance Management System (SPMS), managing leave administration, and maintaining accurate record-keeping systems. In addition, the officer will supervise, plan and coordinate the section’s work in line with relevant policies, prescripts and financial instructions. This includes overseeing personnel and salary administration, allowances, service terminations, WCA matters, acting allowances, debt management, and the administration of general conditions of service in the staff office.
