This position is for a permanent Administration Clerk specialising in Human Resource Management, based at Khayelitsha District Hospital within the Chief Directorate of Metro Health Services. The role sits within the Personnel Administration section of the department’s People Management component, where the incumbent will be responsible for providing comprehensive administrative support across the full employee lifecycle. This is a hands-on, detail-driven role in a busy public health facility, requiring a sound understanding of HR processes and the ability to work accurately under pressure while supporting the broader multidisciplinary team.

To be considered for this role, applicants must hold a Senior Certificate or equivalent qualification. The role requires appropriate experience in People Management, as well as specific, demonstrable experience with the PERSAL salary system. This is essential because the core of the job involves capturing and maintaining personnel and salary records on PERSAL. In addition to these formal requirements, the successful candidate must be able to work under pressure, be prepared to work overtime when required, and function effectively within a multi-disciplinary team. Strong computer literacy in Word, Excel, PowerPoint and Outlook is also required, along with a basic understanding of People Management principles, knowledge of PERSAL functions, the ability to meet deadlines, and good written and verbal communication skills.

The main duties of this role are extensive and cover all administrative functions within the Personnel Administration section. This includes processing appointments, service terminations, transfers, pension administration, PILIR (sick leave and incapacity management), salary administration, leave management, housing and injury-on-duty claims, and the distribution of monthly payslips. The clerk will also be responsible for debt management and for verifying documents and qualifications. A key responsibility is capturing all relevant transactions on PERSAL accurately and timeously. The role also involves handling all personnel-related enquiries and correspondence, both written and verbal, and conducting regular audits of personnel and leave records to ensure accuracy and compliance. In addition, the incumbent will be expected to assist with any other administrative functions within the Personnel component as needed.

This is a government position with a structured remuneration package that includes an annual salary plus service benefits such as a 13th cheque, employer’s contribution to a pension fund, and housing and medical aid allowances. The post is based at Khayelitsha District Hospital, a facility within the Western Cape Department of Health. The role is ideal for an experienced HR administrator who is comfortable in a fast-paced environment and has a thorough working knowledge of PERSAL. The department values accuracy, professionalism and the ability to maintain confidentiality when handling sensitive personnel information. This is an excellent opportunity for someone looking to contribute to the effective functioning of a public sector HR unit while developing their career in people management administration.
