This Assistant Director post sits within the Chief Directorate Corporate Services, in the Directorate Human Capital Management at the Provincial Office. The role is focused on the Employee Performance Management Development System (EPMDS), making it central to the department's efforts to implement performance management fairly, consistently and in line with public service regulations. The successful candidate will act as a coordinator and advisor, ensuring that HR directives, policies and strategies are translated into practice across the department, and that all staff performance cycle requirements are met.

Applicants need Grade 12 plus a National Diploma or Bachelor's Degree at NQF level 6 or 7 in Human Resource Management, or HRM combined with Industrial Psychology. A minimum of three to five years of experience in human resource management is required, with at least two years at a supervisory level. A valid driver's licence is essential, as are computer literacy, presentation, planning, organising and communication skills. The department expects sound knowledge of the legislative framework governing the public service, including the PFMA, Public Service Act and Regulations, and the Labour Relations Act, as well as the ability to interpret policies and work with the PERSAL system. Candidates should also bring credible knowledge of HR practices and administration, HR capacity building and utilisation, HR planning, employee health and wellness, people management, labour relations, and programme and project management. Operational planning, facilitation, leadership, empowerment, service delivery improvement and report writing skills are listed as key competencies.

The duties are broad and supervisory. The post holder will ensure the implementation of HR management directives, policies, strategies and plans, with a particular focus on coordinating the EPMDS. This involves facilitating the submission of performance agreements, work plans, mid-year assessments and final assessments, as well as managing probation processes. The role also includes monitoring compliance with EPMDS procedures, supporting and advising the training unit, and managing the department's PMDS policy. As a supervisor, the incumbent will be responsible for managing and guiding staff, so strong leadership and interpersonal skills are essential. Day-to-day work requires applying policy knowledge, communicating with various stakeholders and helping to build a performance-driven culture within the department.

This is a salary level 9 post, reflecting the seniority and specialist nature of the role. Based at the Provincial Office, the position offers an opportunity to play a key part in human capital management and organisational development. The post requires a valid driver's licence, and the incumbent will be expected to apply relevant prescripts and maintain the integrity of performance management processes. As with all public service posts, the department will follow its recruitment and selection policies, and candidates should be prepared to contribute to a professional and compliant HR environment.
