This vacancy is for an Information Management Officer within the Department of Social Development in the Western Cape Government, stationed in the West Coast Region. The post forms part of a broader recruitment exercise covering various components and is offered at salary Level 07. Candidates must hold an appropriate three-year B-Degree or an equivalent or higher qualification, together with at least one year of relevant working experience. The department looks for a broad range of competencies, including a working knowledge of legislation, regulatory frameworks, policies and best practices relevant to the line function, as well as familiarity with information systems used to manage knowledge and information. Project management, operational management practices, and procurement and tendering processes are also required, along with an understanding of policy development, monitoring and review processes, and modern systems of governance and administration. Knowledge of public service procedures, the constitutional and legal arrangements governing the South African public sector, public finance and human resources processes, the Public Finance Management Act, and National and Provincial Treasury Regulations is essential. In addition, candidates should understand the regional and local political, economic and social affairs affecting the Western Cape provincial government, the functioning of sister departments, labour relations legislation, and performance management and information systems. The required skills include numeracy, literacy, driving, typing, computer literacy and language proficiency.
The core duties involve developing and maintaining regional information management systems, coordinating Information and Communication Technology services, and analysing and presenting business management information, covering both financial and non-financial data. The officer will also be responsible for identifying, implementing and maintaining knowledge and information management services in the region, ensuring that the department's information assets are properly organised, accessible and used to support effective service delivery.
Shortlisted candidates should note that interviews will be scheduled by the department, and they will be required to submit duly completed and signed vetting and supporting documentation within the timeframe communicated prior to the interview date. Failure to do so without reasonable justification may result in exclusion from further consideration. All shortlisted candidates will undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the employing department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, including enquiries about disciplinary records and reasons for leaving. Technical support for online applications is available during business hours, and all applications must be received by the closing date, as late submissions will not be accepted.
