This senior corporate services leadership role sits within the Western Cape Department of Social Development and is available across various regional offices. The Head of Corporate Services is responsible for directing and coordinating a broad range of support functions that enable the department’s social development services to run effectively. The post operates at a middle management level and reports into the regional structure, with overall accountability for the corporate services subdirectorate. The role is central to ensuring that regional operations are supported by sound financial management, compliant supply chain processes, well-maintained assets and infrastructure, and efficient logistical and fleet services.

To be considered, candidates must hold a three-year National Diploma or a Bachelor’s degree in Public Finance, Accounting, or an equivalent qualification, together with at least three years of middle management experience. The role demands a strong working knowledge of the legislative and regulatory frameworks that govern the public sector, including the Public Finance Management Act, Treasury Regulations, Labour Relations legislation, and Minimum Information Security Standards. Familiarity with financial systems such as LOGIS, BAS and IPS, as well as asset, fleet and infrastructure management systems, is also required. The successful candidate will need a thorough understanding of public service procedures, operational management, project management, policy development, and monitoring and review processes. Knowledge of the broader political, economic and social environment in the Western Cape, as well as the functioning of sister departments and related functional areas, is essential.

The main duties of the post are wide-ranging. The Head of Corporate Services will oversee all financial management processes in the region, including budgeting, reporting, revenue management, expenditure control and accounting. The role also involves leading supply chain management across demand, acquisition, contract, logistics and disposal management, while ensuring that regional assets are safeguarded and maintained. Logistical services are directed by this position, and the postholder will be expected to plan and manage the work of the subdirectorate, account for its overall performance, and take responsibility for people management and financial management within the unit. This includes managing operational planning processes, infrastructure inputs, occupational health and safety matters, and fleet management.

Shortlisted candidates will be required to attend interviews and must submit completed vetting and supporting documentation within a specified timeframe. They will also undergo two pre-entry assessments: one practical exercise testing technical and generic suitability, and another assessing integrity and ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for an experienced corporate services professional seeking to make a strategic impact within the Western Cape Government.
