    This position within the Provincial Treasury of the Western Cape Government offers an opportunity for a seasoned professional to take charge of the financial systems that underpin the provincial administration. As Deputy Director for Supporting and Interlinked Financial Systems, the successful candidate will operate at a senior management level, ensuring that the financial technology and processes used across provincial departments are not only functional but also secure, compliant, and aligned with government-wide standards. The role sits within a dynamic public finance environment and requires a leader who can balance technical oversight with strategic governance, all while supporting the broader objectives of the provincial treasury.

    To be considered for this role, applicants must possess an appropriate three-year tertiary qualification at National Diploma, B-Degree, or higher level, with a focus on Financial Management, Accounting, Supply Chain Management, Public Administration or Management, or Information Technology. In addition, a minimum of three years of management-level experience is required. The ideal candidate will bring a comprehensive understanding of the legislative and regulatory frameworks governing public finance, including the Public Finance Management Act and National and Provincial Treasury Regulations. Familiarity with modern systems of governance, public service procedures, procurement and tendering processes, and the constitutional and legal arrangements of the South African public sector is essential. Knowledge of the political, economic, and social dynamics affecting the Western Cape, as well as an understanding of labour relations legislation and performance management practices, will also be expected.

    The core duties of this role are multifaceted. The Deputy Director will manage the implementation and ongoing maintenance of financial systems, with particular attention to system access security and internal controls. This includes overseeing the establishment and maintenance of uniform systems policies, norms, and standards, as well as the governance mechanisms and reporting processes needed to enforce compliance across provincial departments. A significant part of the role involves building capacity within these departments to ensure the financial system is used effectively and consistently. The position also carries full managerial accountability for the sub-directorate, encompassing work planning, people management, financial management, and overall performance oversight.

    Shortlisted candidates should be aware that the selection process is rigorous. Attendance at interviews is mandatory, and candidates must submit completed vetting and supporting documentation within the timeframe specified by the Western Cape Government. Two pre-entry assessments will be conducted: one practical exercise testing technical and generic suitability, and another assessing integrity and ethical conduct.
