The Chief Security Officer: Physical Protection role, with four posts available, is situated within the Police Oversight and Community Safety department of the Western Cape Government. This is a supervisory security management position tasked with safeguarding provincial government institutions and facilities. Incumbents will be responsible for coordinating physical security operations across multiple sites, ensuring that access control measures are properly implemented to mitigate risk, and managing the broader security environment in line with applicable legislation and best practice. The role operates within the public service framework and requires a firm understanding of governance, public administration, and the constitutional and legal arrangements governing the South African public sector.
Candidates must possess an appropriate three-year National Diploma or a Bachelor’s degree, or an equivalent or higher qualification, along with PSIRA registration at a minimum of Grade B and at least three years of relevant experience. The position demands proven knowledge of a wide range of legislative and regulatory frameworks, including the Control of Access to Public Premises and Vehicles Act, the Occupational Health and Safety Act, the Criminal Procedure Act, the Weapons and Ammunition Act, the Security Officials Act, and the Public Finance Management Act, as well as National and Provincial Treasury Regulations. Familiarity with electronic security systems, explosives control, labour relations legislation, and the functioning of the province and sister departments is also essential. Candidates should demonstrate skills in project management, operational management, policy development, people management, and computer literacy in the MS Office package, alongside strong written and verbal communication, numeracy, and literacy.
The main duties include coordinating physical security operations within Western Cape Government institutions, implementing access control procedures to reduce risk, reporting and investigating security incidents and breaches, and monitoring and managing outsourced security service providers. The role also carries managerial and supervisory functions, meaning incumbents will oversee security personnel and ensure compliance with governance, financial, and human resource processes. A thorough understanding of regional and local political, economic, and social affairs impacting the provincial government is required, as is knowledge of modern systems of governance and public service procedures.
