This position is for a Community Development Worker Supervisor within the Community Development Worker Management unit for Region A, based at the Department of Local Government in the Western Cape Government. The role is a supervisory-level post, graded at Level 08, and is central to ensuring that community development workers in the designated area are effectively managed, supported and guided in their daily functions. The supervisor acts as the bridge between frontline community development practitioners and the broader departmental objectives, making sure that grassroots interventions align with provincial and local government priorities.

To be considered, applicants need an appropriate three-year National Diploma or a Bachelor’s degree, or an equivalent or higher qualification, together with at least three years of relevant, recognisable experience in community development gained after obtaining that qualification. A valid Code B driving licence is also required, although people with disabilities that restrict driving ability may still apply if they have reasonable access to transport. The successful candidate must bring a solid understanding of community development principles, human behaviour and social systems, as well as the legislation that supports interventions aimed at self-empowerment. Practical skills in project management, facilitation, research, communication, report writing and computer literacy are essential, alongside the ability to supervise and influence individuals and groups to participate in their own development.

The core duties involve supervising and supporting community development workers within the region, coordinating community development structuresadian, and managing stakeholder and intergovernmental relations. The supervisor will also monitor service delivery, support governance processes, and handle reporting, monitoring and evaluation functions. This includes a range of managerial and supervisory responsibilities, from problem-solving and presentation to ensuring that project outcomes are properly tracked and reported. The role requires someone who can work across multiple levels—engaging with communities, supporting fieldworkers and liaising with government partners—while maintaining a strong focus on ethical conduct and effective service delivery.

Shortlisted candidates should be prepared for a selection process that includes interviews, pre-entry assessments, and an integrity (ethical conduct) exercise. They will also need to submit vetting and supporting documentation within a strict timeframe, and by applying, candidates consent to employment reference checks that may include disciplinary records and reasons for leaving previous positions. The selection process will be guided by the department’s employment equity targets, making this an opportunity for suitably qualified individuals who are committed to community development and transformation to contribute meaningfully within the Western Cape Government.
