This position is for an Engineer Production Grade A to C specialising in Civil or Structural engineering, based within the Infrastructure Planning directorate at the Western Cape Government’s Head Office in Cape Town. The role sits at the heart of planning and delivering public infrastructure, with a strong focus on developing standards, undertaking feasibility studies, and overseeing the design and construction of complex buildings and associated civil or structural works. It is a professional engineering post that offers a structured career path across three grades, with progression tied to years of relevant experience after professional registration.
To be considered, candidates must hold an appropriate four-year degree in Civil Engineering, such as a B Eng or BSc Eng, and have at least three years of post-qualification engineering experience. In addition, registration with the Engineering Council of South Africa as a Professional Engineer is mandatory. The grade at which an applicant is appointed depends on their experience: Grade A requires at least three years of appropriate experience after obtaining the qualification, Grade B requires at least fourteen years of experience after registration as a Professional Engineer, and Grade C requires at least twenty-six years of such post-registration experience. A valid Code B or EB driver’s licence is an inherent requirement, as is a willingness to travel within the Western Cape and occasionally nationally.
The successful candidate will need strong computer literacy in MS Office and a deep understanding of the design and construction of complex buildings and associated civil or structural infrastructure. Proven experience with feasibility studies, life cycle costing of engineering elements, green building technologies, technical specifications, and commissioning principles for both capital and maintenance projects is essential. The role also requires the ability to interpret existing functional and technical norms and standards, as well as develop new ones. Knowledge of risk analysis and mitigation strategies, together with experience in preparing reports, submissions, and presentations in English, is expected. Sound interpersonal skills and excellent verbal and written communication are also key.
In terms of duties, the engineer will be responsible for developing, interpreting, and customising functional and technical norms and standards. They will investigate proposals for innovative service delivery mechanisms and undertake feasibility studies, as well as compile briefing documentation and specifications. The role involves investigating civil or structural engineering installations, undertaking design work, and implementing corrective measures where necessary. The engineer will oversee the implementation of design and construction phases, and the commissioning of installations. They will also assist with site investigations and the preparation of User Asset Management Plans, and conduct research or literature studies to keep abreast of new technologies and procedures, including interaction with professional councils and boards.
