This vacancy is for an Assistant Director responsible for Logistics and Asset Management within the Finance component of the Limpopo Department of Education, based in the Waterberg District. The role is a supervisory-level position focused on ensuring that the district’s inventory, stores, stationery and movable assets are managed efficiently, transparently and in line with public service regulations. The post sits within a broader district finance team and requires someone who can provide leadership, guidance and operational oversight to subordinates while also liaising with departmental employees on asset management matters.
To be considered, candidates need Grade 12 or Matric plus a recognised qualification at NQF Level 7 in Logistics or Supply Chain Management. They must also have three years of experience at a supervisory, senior administrative or administrative officer level within a logistics or asset management environment. A valid driver’s licence is required, although applicants with disabilities are exempt from this requirement. The role demands a solid working knowledge of relevant Public Service Acts, regulations and frameworks, including Treasury Regulations, the PFMA, DORA and the PPPFA. Candidates should also understand policy analysis, development and interpretation, as well as asset management procedures and procurement processes. Strong skills in problem solving, decision making, team leadership, creativity, financial management, customer focus, communication, computer use, people management, planning and organising are all essential.
The duties are broad and cover the full lifecycle of logistics and asset management. In terms of inventory, the incumbent will implement inventory policies and procedures, determine inventory life spans, conduct inspections, analyse inspection reports and make projections for repairs. The role also involves managing stationery and stores, including conducting needs analyses, preparing projections in relation to the stationery budget, monitoring district inventory operations, managing district stores, issuing stores and alerting management to over or under spending. Stock-taking is another key responsibility, requiring the development of a district stock-taking plan and processes, appointing and managing a stock-taking team, conducting stock counts, consolidating store levels, balancing ledgers and making recommendations for the disposal of obsolete stores while maintaining the obsolete register.
The position also focuses heavily on movable asset management. This includes contributing to the design and development of asset management systems, policies and annual physical asset management plans, monitoring the capturing of all physical movable assets in the asset register, managing the receipt of goods, conducting quantity and quality checks, allocating inventory and barcodes, and capturing asset information. The Assistant Director must provide guidance to departmental employees, monitor compliance with asset control prescripts, assess the physical condition, utilisation and financial performance of assets, ensure verification happens within prescribed time frames and compile reports on the state of assets. Finally, the role includes managing human, financial and equipment resources, such as monitoring equipment utilisation, evaluating staff performance, ensuring staff development, maintaining motivation, managing discipline, providing job descriptions and overseeing leave matters.
