    This vacancy is for a Deputy Director of Corporate Services within the Corporate Support component of the Waterberg district education office, and it is being re-advertised for interested applicants. The post operates at a senior management level and carries a Level 11 salary package that is structured according to individual needs. The successful candidate will be responsible for leading and coordinating a broad range of corporate functions that enable the district to operate effectively, including human resource management, employee wellness, fleet and telecommunications management, provisioning of office services, records management, and the overall utilisation of human, financial and physical resources.

    To be considered, applicants must have Grade 12 or Matric as well as a qualification at NQF level 06 recognised by SAQA. They need five years of relevant experience, of which at least three years must have been at junior management or Assistant Director level, specifically within human resource management. A PERSAL certificate or results is required, along with a valid driver's licence, although applicants with disabilities are exempt from the licence requirement. The role demands a wide range of competencies, including strategic capability and leadership, people management and empowerment, financial management, change management, knowledge management, service delivery innovation, problem solving and analysis, decision making, team leadership, client orientation and customer focus, and strong communication skills. A thorough knowledge of relevant public service acts, regulations and frameworks is essential, as is an understanding of policy analysis, development and interpretation. Computer literacy in the MS Office package and knowledge of the Public Finance Management Act and Treasury regulations are also required.

    The duties of the post are extensive. In human resources, the Deputy Director will develop HRM policy in line with legislation and directives, manage the district human resource plan, oversee recruitment, selection and appointment processes, manage transfers and translations of personnel, conduct district head counts, approve PERSAL transactions, coordinate resignations, deaths and retirements, award long service recognition, and manage benefits, state guarantees and housing allowances. In employee wellness, the incumbent will develop wellness policy and guidelines, establish employee assistance programmes and plans, organise district wellness days, facilitate HIV/AIDS awareness campaigns, and monitor occupational health and safety.

    The role also covers auxiliary services. This includes managing the district's government-owned and subsidised motor transport fleet, developing fleet policies and procedures, conducting needs analyses, overseeing fleet disposal, liaising with head office on redundant fleet, projecting fleet budgets, and monitoring licensing, servicing and repairs. The Deputy Director will manage district telecommunications systems, develop related policies, and oversee the provisioning and distribution of labour-saving devices and the disposal of waste paper. They will also manage office and domestic services, including budgeting for and procuring furniture, protective clothing, cleaning materials and toiletries, and identifying redundant furniture. Records management forms another key area, with responsibility for developing records policies, implementing the file plan, securing records, and identifying vital records and retention periods.

    Finally, the post requires effective management of resources. The Deputy Director will plan and organise resources for future needs, prepare and implement the budget in line with strategic and operational plans, monitor and report on expenditure, set targets, monitor equipment utilisation, evaluate staff performance, provide staff capacity development, maintain motivation and a culture of performance management, manage discipline, provide job descriptions to subordinates, and manage leave matters. This is a demanding leadership role for an experienced HR and corporate services professional seeking to make a broad impact in a district education setting.
