DEPUTY DIRECTOR: FINANCE (LEVEL 11)

The Deputy Director: Finance position at the Harry Gwala Health District Office is a senior management role within the KwaZulu-Natal Department of Health, responsible for overseeing the financial operations of the district’s hospitals and clinics. This level 11 post forms part of the departmental management structure and carries a total cost-to-employee remuneration package. The incumbent will work closely with hospital and clinic managers to ensure that public funds are managed in accordance with legislative frameworks and departmental strategic objectives, ultimately supporting the delivery of quality healthcare services across the district.

To be considered for this role, candidates must possess a Senior Certificate or equivalent, together with a Bachelor’s Degree or National Diploma in B.Com Accounting, National Diploma in Cost Management Accounting, or a Bachelor of Business Administration that is recognised by the South African Qualifications Authority. In addition, at least three years of managerial experience in financial management is required, along with an unendorsed valid driver’s licence. The role demands a thorough understanding of the South African Constitution, the Public Service Act and Regulations, the Public Finance Management Act, Treasury Regulations and Practice Notes, the Preferential Procurement Policy Framework Act, and the Batho Pele principles. Candidates should also demonstrate strong competencies in financial management, conflict management, project management, organisational skills, analytical thinking, and the ability to influence and motivate others. Computer literacy in the MS Office suite, facilitation skills, interpersonal relations, time management, planning, negotiation, and both written and oral communication are essential. Additional personal attributes include report writing, problem solving, change management, decision making, self-discipline, and the ability to work under pressure with minimum supervision. The core duties of the Deputy Director: Finance involve ensuring that the budget is aligned with departmental strategic plans and the business plans of hospitals and clinics. The role also encompasses the management, safeguarding, and maintenance of assets and liabilities, as well as taking effective steps to maximise the collection of revenue due to the hospitals and clinics. The incumbent will be responsible for the appropriate management and utilisation of allocated resources, and for implementing and managing an efficient, cost-effective, and integrated supply chain management system across the district’s health facilities. Budget monitoring and control are central to the position, ensuring that expenditure remains within allocated limits and that all financial practices are transparent and accountable.
