    EXTERNAL ADVERT Nkomazi Local Municipality DEPARTMENT OF INFRASTRUCTURE DEVELOPMENT MANAGER: WATER AND SANITATION SERVICES Nkomazi Local Municipality is an equal opportunity and Affirmative Action employer and it observes the requirements of the Employment Equity Legislation PLACE : Nkomazi Local Municipality - Malalane in Mpumalanga, Category B, Grade 5 Municipality SALARY : Task Level 17 (Standard benefits apply including Medical Aid, Pension Fund, UIF) Minimum Requirements of the post: - B ENG/ BSC ENG/ B TECH in Civil Engineering or equivalent qualification. - Registration with a recognised engineering professional body or eligibility to register. - 8 - 10 years' experience as a Civil Engineering practitioner in the field of water and sanitation of which 2 years should be in a managerial level. - Code B driving license Knowledge and Skills: - Extensive knowledge and understanding of the legislative and regulatory framework and environment applicable to the provision of Water and Sanitation services. - Extensive knowledge and understanding of Municipal structures Act, Municipal systems Act, Municipal Finance Management Act, Water Services Act, National Water Act, National Environmental Management Act and the Occupational Health and Safety Act and any applicable regulations. - Problem-solving, assertiveness, and good verbal and written communication skills. Duties: - Prepare effective operational, refurbishment, major maintenance, and capital upgrading budget. - Day-to-day running of the operations and maintenance of the water and sanitation section. - Prepare, update, and ensure proper implementation of bylaws and policies of water services. - manage inter-governmental relations with national and provincial structures. - Developing the drinking water quality and wastewater quality monitoring programmes for the Municipality in compliance with relevant legislation. - Ensure the quality of all portable water supplied to all areas of supply. - Manage the interface between the end-user/community structures and Implementing Agent(s) - Interprets IDP and spatial planning initiatives into specific project requirements; - Defines lines of communication, reporting and coordination with local communities; - Communicates with Town Planners, Consulting Engineers and Developers on complex technical matters for proposed development projects; - Contributes to shaping the municipality's policies and procedures; - In-depth knowledge of relevant municipal legislation; and - In-depth knowledge of the municipality's challenges in delivering municipal services; - Monitors projects and programmes; - Manages design teams and evaluates the design of complex engineering problems and infrastructure related to water and sanitation; - Manages and assigns resources to designs projects; - Prioritizes design in terms of budget availability and infrastructure asset management requirements; - Manages multiple maintenance and construction projects; - Contributes to the development of national norms and standards; - Anticipates events, situations and incidents that may impact on the operation for the municipality; - Applies asset management and asset lifecycle principles to develop capital programme for modifications, upgrades and renewals; - Ensures asset registers are kept up to date; - Develops models to inform in-house, outsourced and PPP capital and operations and maintenance contracts / projects; - Promote a cooperative climate, understand group dynamics and apply appropriate facilitation techniques in working with others to achieve a shared goal; - NOTE: Qualification and SA citizenship checks will be conducted on all shortlisted candidates.
